Privacy Statement

The International Journal of Contemporary Educational Research (IJCER) is committed to protecting the confidentiality, integrity, and privacy of all information shared with the journal throughout the editorial and publication process. This Privacy Policy describes how IJCER handles submitted manuscripts, personal data, and communication records in accordance with international ethical and data protection principles.
Privacy of Submitted Manuscripts
All manuscripts submitted to IJCER are treated as strictly confidential documents. No information about a submitted manuscript—including its content, authorship, review status, or editorial decision—will be disclosed to anyone other than the editorial team, assigned reviewers, and members of the editorial board directly involved in the review process. Information related to a manuscript may only be shared with a third party if there is a reasonable suspicion of serious research misconduct, such as plagiarism, falsification, or ethical violations. In such cases, IJCER acts in accordance with the Committee on Publication Ethics (COPE) guidelines.
Data Security and Author Rights
The editorial office ensures that all manuscript files and author data are stored securely within the journal’s online submission system. Editors are responsible for maintaining the confidentiality of submitted materials and protecting the intellectual property rights of authors. No manuscript files, personal data, or reviewer reports are shared with unauthorized individuals at any stage of the process. All communications, review reports, and editorial notes are stored in restricted-access environments accessible only to relevant parties.
Peer Review Privacy
IJCER employs a double-blind peer review system to ensure impartiality and fairness. Within this process:
• Authors are required to remove all personal identifiers from their manuscripts;
• Reviewers remain unaware of the authors’ identities.
This system guarantees that all evaluations are conducted objectively, based solely on academic quality and research merit, without bias or influence.
Personal Data Protection
IJCER collects only the minimal amount of personal information necessary to support editorial operations—such as names, affiliations, and email addresses of authors, reviewers, and editors. These data are used exclusively for:
• Editorial communication and peer-review coordination,
• Publication metadata and indexing,
• Fulfilling legitimate academic and ethical requirements.
Personal data are never shared, sold, or used for commercial purposes, and are processed in compliance with applicable data protection regulations, including the EU General Data Protection Regulation (GDPR) and the Turkish Personal Data Protection Law (KVKK).
Policy Scope and Enforcement
This Privacy Policy applies to all users of the IJCER editorial system, including authors, reviewers, editors, and readers who interact with the journal’s platform. Any suspected breach of confidentiality or misuse of data will be investigated promptly in accordance with COPE ethical standards. The editorial office reserves the right to revise this policy periodically to ensure continued compliance with international publishing and data protection norms.
