Editorial Oversight Guide

The International Journal of Contemporary Educational Research (IJCER) upholds the principles of editorial independence, transparency, and ethical publishing as essential foundations for the credibility of academic work. This policy outlines the ethical framework and operational standards that guide all editorial decisions and peer review processes within the journal.
Editorial Independence
IJCER ensures that all editorial decisions are made with complete autonomy and impartiality by the responsible editor(s). Editorial judgment must remain free from influence by the journal’s publisher, sponsors, or any external authority. Editors are selected based on their academic expertise, professional reputation, and adherence to ethical standards. They bear direct responsibility for the accuracy, integrity, and scholarly quality of all published content.
Peer Review and Scientific Evaluation
All submissions to IJCER undergo a double-blind peer review process designed to ensure fairness, transparency, and scientific rigor. Each manuscript is evaluated by at least two independent reviewers according to the following key criteria:
• Originality and contribution to the field of educational research,
• Methodological soundness and clarity,
• Ethical compliance and institutional approvals,
• Consistency, accuracy, and interpretability of results,
• Transparency of reporting and reproducibility of findings.
Confidentiality is strictly maintained throughout the peer review process. Editors and reviewers are expected to maintain objectivity and neutrality at all times.
Ethical Compliance and COPE Standards
Editors and reviewers are required to act in accordance with the Committee on Publication Ethics (COPE), the International Committee of Medical Journal Editors (ICMJE), and other relevant international guidelines. All allegations or suspicions of ethical misconduct—such as plagiarism, data fabrication, authorship disputes, or conflict of interest—must be investigated independently, confidentially, and transparently, following COPE-recommended procedures.
Transparency and Reproducibility
IJCER emphasizes the importance of methodological transparency and encourages authors to provide sufficient details to ensure the reproducibility and verifiability of their research. Manuscripts lacking clear ethical approval, insufficient methodological detail, or incomplete data disclosure may be returned for revision or rejected at the editorial stage. The journal strongly supports open science practices that promote data integrity and responsible research conduct.
Conflicts of Interest
Editors must disclose any personal, academic, or financial conflicts of interest related to a submission. When such a conflict exists, the editor must withdraw from the review process, and the manuscript will be reassigned to another impartial editor. This procedure ensures that all editorial decisions are made fairly and without bias.
Editorial Development and Training
IJCER values the continuous professional development of its editorial and review teams. The journal encourages participation in training activities related to research ethics, peer review best practices, open science, and the responsible use of artificial intelligence in academic publishing. These efforts support IJCER’s commitment to maintaining a publication process grounded in ethical integrity and scholarly excellence.
Commitment to Ethical Editorial Governance
The International Journal of Contemporary Educational Research (IJCER) recognizes the principles of independent editorial governance, transparency, and scientific accountability as central to its mission. The journal remains dedicated to ensuring that every editorial and peer review decision reflects the values of ethical publishing, academic rigor, and compliance with international standards.
